'Larangan yang dikeluarkan oleh Jawatankuasa Fatwa Negeri Pulau Pinang itu berkenaan membaca Al Qur'an menggunakan pembesar suara adalah berlandaskan hukum syarak dengan nas-nas yang sahih, jelas Datuk Seri Hassan Ahmad, Mufti Pulau Pinang. Fatwa yang dikeluarkan itu bukan secara melulu tetapi mengikut hukum syarak di mana kita tidak boleh memaksa orang lain mendengar bacaan ayat suci Al Qur'an. Ia bukan satu isu politik, tetapi satu fatwa yang perlu difikirkan demi kebaikkan bersama. Dalam perkara ini, tidak timbul isu lain yang mengaitkan larangan menggunakan pembesar suara bagi azan, kerana soal azan bukan satu fatwa, jadi jangan mengaitkan satu sama lain.
Walaubagaimanapun, satu mesyuarat khas akan diadakan bagi membincangkan perkara ini samada untuk menjadikan ia satu fatwa atau sebaliknya, jelas Mufti Pulau Pinang itu. Beliau berkata, Islam mensyariatkan agar kita tidak mengangkat suara dengan kuat kecuali untuk azan atau Khutbah. "Dalam situasi ini, terdapat beberapa nas yang melarang kita menguatkan suara sehingga menganggu orang lain, walaupun ia kearah kebaikkan kerana zikir dan bacaan ayat Al Qur'an adalah amat baik, jadi kita tidak boleh memaksa sesiapa jua mendengar bacaan kita,"katanya.
Dalam kenyataan di satu sidang akhbar, Datuk Seri Hassan Ahmad berkata,'pihaknya akan mengadakan pertemuan dengan pihak Jakim tidak lama lagi bagi membincangkan isu ini dengan selanjutnya'.
Larangan Membaca Al Qur'an menggunakan pembesar suara juga disokong Nik Aziz dan Prof. Madya Dr. Mohamad Asri Zainal Abidin.
